It is with deep sadness that I inform you of the passing of our former colleague retired Judge Owen Lee Kwong on Friday, April 29, 2022. Judge Kwong will be dearly missed by those of us who knew him and valued his friendship. He was a judicial trailblazer in the Asian legal community and one of our most respected colleagues.

Judge Kwong began his career on the bench in 1989 when then-Governor George Deukmejian appointed him to the Los Angeles Municipal Court. In 1993, Judge Kwong was elevated to the Los Angeles Superior Court by then-Governor Pete Wilson with his first assignment to Central Civil. He was assigned to Compton Courthouse in 1994 for two years, returned to Central Civil for one year in 1996, moved to Juvenile Court in Monterey Park from 1997 to 1998, and then sat at Central Civil West Courthouse in 1999. In 2000, Judge Kwong was assigned to Pomona Juvenile for one year and from 2001 until his retirement in 2015, Judge Kwong was assigned to Central Civil at the Stanley Mosk Courthouse. He retired from the bench on April 30, 2015. For more information on Judge Kwong’s life and career, I have attached his Los Angeles Superior Court profile.

A funeral service is scheduled for May 28, 2022, at the Rose Hills Cemetery in the SkyRose Chapel from 11:00 a.m. to 12:00 p.m.

STOP ASIAN HATE SHORT FILM

My name is Daren Dien and I'm a Vietnamese American filmmaker. In 2020, a rude disturbance shook our world…Asian Hate. I had just left my Sony career to write a light hearted screenplay, but I couldn’t focus while my brothers, sisters, and elders were being attacked physically, verbally, and mentally. I began to think about the beginnings of hate… where it starts, and how it spreads.

Disturbed by the crimes but inspired by the #StopAsianHate movement, I wrote a screenplay called Birth of a Mind - a short film about the origins of hate through the eyes of our children. And yes, the film's title is a play on "Birth of a Nation", the 1915 racist movie that sparked the resurgence of the KKK.

I am reaching out today because our short film needs help raising funds. Initially, we thought the #nohate message alone would do the work, but it's been 16 days and we've raised $7,000 out of $15,750, and only have 7 days left to go.

This is where APABA has graciously stepped in. By hearing about us from ARC, the Anti-Racism Committee of South Pasadena, APABA has granted us $500 for the project - Yay!

We've also gained some attention from organizations: 1) LA vs. Hate and 2) the Asian Youth Center; and both have expressed interest in helping the film and eventually showcasing it to students and at events in the near future.

And of course, we're not solely seeking funds from your organization; my team is just scrambling to pursue better ways to highlight our short film to more eyes and we hope you could help. Would you have any advice or connections to further make the community aware of this #nohate short film? Anything would be greatly appreciated!

We invite your participation in an online survey for the Portrait Project, an ongoing study that documents the experiences and perspectives of Asian Americans in the legal profession.

The original report, published in 2017, offered a landmark overview. In addition to grounding the experiences of our community, the report has been cited in advocacy efforts before Congress and state bars. We are planning to publish a second report – a five-year follow-up – later this year. We want the second report to be even more robust and impactful than the first. Your participation is critical to its success! By sharing your wisdom, insights, and experiences, you can help ensure that the Portrait Project reflects the diverse voices of Asian American lawyers.

To do so, please take this anonymous online survey by April 8, 2022. The survey will canvass your experiences and perspectives on a range of topics. It contains about 75 questions and will likely take about 25-30 minutes to complete. We will offer the first 1,000 respondents a $25 Amazon gift card for completing the survey, as a token of our appreciation.

This project is a collaboration among the National Asian Pacific American Bar Association and its affiliate groups: the South Asian Bar Association of North America, the American Bar Foundation, Northwestern Pritzker School of Law, and Yale Law School.

UC CEB PROGRAM SEEKING CLE PRESENTERS

Continuing Education of the Bar (CEB) is a non-profit program of the University of California providing innovative resources and practice-oriented tools for the California legal community--developing on-demand CLE programs.

As we elevate our CLE offerings, I'm looking to expand our network of CLE contributor attorneys across the state and would love to connect with any members of the Southern California Chinese Lawyers Association that are interested in recording a short CLE program (or two!). Not only will they be able share their expertise with a statewide audience, they'll also promote their work, improve their public speaking skills, and boost their professional recognition.

Right now, I am specifically looking for subject matter experts in real property, but I'm also interested in collaborating with new contributors to develop CLE programs that really show off what they know and provide more diverse perspectives in all practice areas.

Submit a Program for the 2022 NAPABA Convention

NAPABA is now seeking program submissions for the 2022 NAPABA Convention, November 3-6, in Las Vegas, NV!

In addition, we are seeking submissions for the Thursday specialty programming—Solo & Small Firm Boot Camp and International Law Symposium—as well as the Law Student Workshop.

We welcome submissions on a wide range of substantive legal matters and topics concerning the legal community. We aim to deepen our members' knowledge and skills and provide them with opportunities to forge bonds through panel discussions, workshops, and interactive presentations.

The 2022 NAPABA Convention is slated to be in-person this year, and panelists must be prepared to attend the Convention in-person. Due to the evolving nature of COVID-19, program submissions must be adaptable for both an in-person or virtual meeting.

A few items to note:

The deadline to submit a program is March 23, 2022, at 8:00 pm ET. Late submissions will not be considered.

If accepted, your program will be presented at the 2022 NAPABA Convention, November 3-6, in Las Vegas, NV.

The American Mock Trial Association (AMTA), a non-profit that hosts trial advocacy competitions for undergraduate students, invites you to judge at one of its tournaments February 19-20 and 26-27. These tournaments will all be hosted virtually on Zoom.

AMTA serves nearly 6,000 undergraduate students who attend institutions from community colleges to research universities. Mock trial provides an invaluable educational experience for students, regardless if they pursue a profession in a legal field. Our students are diverse along many dimensions including race, ethnicity, sexual identity, and sexual orientation. AMTA’s goal is to make its judging pool align with the diversity of the competitors and our nation, and we ask that you join us in creating a representative judging pool for our competitions.

Each trial takes approximately 3 hours to argue; on the Thursday before the tournament, all judges attend a 30-minute virtual training session that prepares them to serve as evaluators. To judge a mock trial tournament you do NOT have to be a litigator! Undergraduate mock trial competitions are speech contests that use a courtroom trial to teach critical and analytical thinking skills. Regardless of the type of law you practice, you can judge whether the arguments made by the competitors are compelling and persuasive. So, sign up—you will be amazed at the talents that you will see in these competitions.

FREE CHOL SOO LEE is a full feature documentary that tells the story of a Korean American death row inmate convicted of a 1973 Chinatown gangland murder in San Francisco, and the activists who led a pan-Asian American movement to free him. Spanning the late 1970s to the early ’80s, this movement would for the first time bring together young, third-generation Asian American activists, many of them politically radical, with older, conservative Korean immigrants. Their unlikely victory, with Lee walking into freedom in 1983 after 10 years in prison, would inspire many young supporters to pursue careers dedicated to social justice. The film will explore the complex legacy of this landmark pan Asian American social movement, and how Lee and his supporters would intimately shape each other’s lives, during his imprisonment and long after his release. Nearly five decades later, FREE CHOL SOO LEE excavates a largely forgotten yet essential story, crafting an intimate portrait of the complex man at the center of the movement, and serving as an urgent reminder that Lee’s legacy is more relevant than ever.

REMOTE VOLUNTEER OPPORTUNITIES - HELP CA WILDFIRE SURVIVORS

Legal Access is an Oakland-based non-profit that provides free legal assistance to low-income folks in the greater Bay Area. Legal Access serves as the chair for the Disaster Legal Assistance Collaborative (DLAC), a coalition that works to provide statewide legal assistance to survivors of disasters, like wildfires, in California. DLAC partners include law firms, non-profits, legal aid organizations, FEMA, and the Red Cross who all work to provide free services across the state.

Legal First Responders is a statewide program run by the Disaster Legal Assistance Collaborative (DLAC) that keeps a corps of volunteer attorneys trained and ready to respond in the immediate aftermath of a disaster. Legal issues can occur weeks, months or even years after a disaster. Many disaster survivors are not aware that their issues are in fact legal issues that can be resolved with an attorney. We currently need attorneys to respond to the recent California wildfires and the COVID-19 pandemic. Below are the current volunteer opportunities we have available.

California Free Legal Answers: Help those affected by COVID-19 and disasters from the comfort of your desk! Free Legal Answers is a virtual legal advice clinic that offers free legal advice to low-income residents of California. Disaster Legal Assistance Hotline: A Statewide legal assistance hotline dedicated to wildfire-related questions. Respond to those that have been impacted by a wildfire. If you’re interested in volunteering for this program, you can sign up HERE.

SCCLA’s 34^th Annual Holiday Food Basket distribution took place throughout the weeks of December 21^st and 28^th, 2020, at Chinatown Service Center (“CSC”), 767 N. Broadway Ste. 400, Los Angeles, CA 90012. With your generous donation, SCCLA was able to distribute 320 “food baskets” to families of various ethnic backgrounds that have been pre-selected by CSC for need.

SCCLA would like to extend its deepest gratitude to the donors listed below for continuing to bring holiday joy to families in Los Angeles county. Your generous donations had made a great difference in the “food basket” value. SCCLA was able to fill the “food basket” with various items, including a “Superior Poultry” fresh brown chicken voucher, “Feast from the East” salad dressings, Kee Wah bread, and a $30 gift card from 99 Ranch Market, valued around $50.

This year, CSC distributed each food basket to the recipient via individual appointment. Unfortunately, the increasingly strict regulation on the COVID-19 situation has made it challenging to hold the traditional in-person food basket assembly and distribution. However, we hoped that this individual distribution could help limit people’s exposure to the COVID-19 virus.

The Federation of Asian Canadian Lawyers BC (FACL BC) is premiering its mini-documentary, “But I Look Like a Lawyer”, on Friday, November 5, 2021 from 12:30 – 1:30 pm at a virtual Zoom event.

The mini-documentary highlights the discrimination, stereotyping and bias experienced by members of the pan-Asian legal community. FACL BC’s goal is to strive for change and to recognize and eliminate unconscious biases and discrimination within the legal community. The documentary also aims to bring renewed attention to the original "But I Was Wearing a Suit" documentary (and its Part II), spearheaded by a group of leaders in the Indigenous legal community.

The St. Thomas More Society of Los Angeles (STMSLA) cordially invites you to attend the 39th Annual Red Mass. The Red Mass is an ecumenical, civic celebration which honors judges, lawyers, legislators, and legal professionals. Members of all faiths and traditions are invited to attend.

We are pleased that our Homilist will be Archbishop Christophe Pierre, who serves as the Holy See's Apostolic Nuncio to the United States and will join us in person from Washington, D.C. Our Lector will be Los Angeles County Superior Court Judge Jacqueline A. Connor (Ret.), and Petition readers will include Los Angeles County Supervisor Hilda L. Solis, Acting United States Attorney Tracy Wilkison, and Los Angeles Police Department Assistant Chief Beatrice Girmala.

STMSLA is honored that Los Angeles County Superior Court Presiding Judge Eric Taylor has asked the Honorable Samantha P. Jessner to deliver closing remarks after the Mass. Judge Jessner serves as the Assistant Presiding Judge and previously served as the Supervising Judge of the Civil Division, the Assistant Supervising Judge of the Civil Division and the Supervising Judge of the Mental Health Courthouse. She also served in the Criminal Division. Prior to joining the court, Judge Jessner was an Assistant United States Attorney with the United States Attorney’s Office for the Central District of California for approximately 11 years. In between two tenures at the United States Attorney’s Office, she was in-house counsel for The Boeing Company and an Assistant Inspector General for the Los Angeles Police Commission. Judge Jessner earned a bachelor’s degree from Stanford University and a law degree from Berkeley Law.

First celebrated in Paris in 1245, the Red Mass is a tradition celebrated annually at the opening of the Judicial Year, significantly that of the U.S. Supreme Court each October. Judges and lawyers attend in a body, joined by public officials and law faculty members. The Red Mass received its name from the Celebrant’s vestments in red, and the Lord High Justices' robes of brilliant scarlet. In Los Angeles, this annual tradition is sponsored by STMSLA. Federal and State judges, as well as local public officials, normally attend the Mass and lead the entrance procession.

The Red Mass will be live-streamed; members of all faiths and traditions are invited to attend either in person or virtually. In person attendees are asked to wear masks indoors at the Cathedral and hand sanitizer will be available. The Cathedral has seating capacity for 3,000 people, so there will be ample space for social distancing. Those attending in person can join us immediately after Mass for a complimentary reception with drinks and hors d'oeuvres with members of the clergy, bench, diplomatic corps, and bar. The reception’s caterers will follow all applicable state and local government health and safety guidelines.

We are proud to announce the conclusion of the SCCLA Cares fundraising campaign. We used 100% of donations to purchase meals from local restaurants or food trucks to feed our community, such as frontline healthcare workers, the elderly, people experiencing housing and food insecurity, and others impacted by the Covid-19 pandemic.

Thanks to the 214 donations we received from 139 donors over the last seven months, we were able to raise $8,256 to provide 1,060 hot meals!

We are so grateful to all our donors, including two who made matching donations. Kenny Chung, Executive Vice-President of Hong Kong Realty Management, Inc., and his family matched $400 in donations and donated $300 in in-kind donations. The API group at the law firm of Holland & Knight LLP, courtesy of Partner and SCCLA Past President Stacey Wang, made a $500 matching donation. In conjunction with a membership drive, SCCLA donated 49 meals attributed to the 9 new Members and 4 new Lifetime Members who joined SCCLA during the fundraising campaign.

At our first-ever SCCLA Cares Donor Appreciation Event on December 14, representatives from several organization and restaurant partners expressed their community members’ gratitude to the strangers who provided a hot meal and shared the significant challenges they continue to face day-to-day. SCCLA, along with various other bar organizations throughout the country, issues the following statement on voting:

The earth-shaking events that have characterized much of 2020 have underscored the importance of strong elected leadership in this country. The past year has ignited nationwide conversations about our country’s plans to protect our most vulnerable populations, our essential workers, our businesses, and our land and natural resources. These conversations carry an unusual imminence as they take position on debate stages and campaign trails, their topics being anything but abstract thought experiments, evoking a national sentiment that this is an especially consequential year for American voters in shaping the immediate future of our nation. For Asian Americans, this may also be a crucial year for asserting our position in American politics.

We are approaching an election season of record voter eligibility among Asian Americans. This year, Asian Americans are expected to comprise nearly five percent of eligible voters in the United States. Despite the fact that we are the fastest-growing racial group eligible to vote in the United States, and have been growing significantly for years, the American political system has historically overlooked Asian American voters. Politicians across the spectrum routinely ignore Asian Americans in their efforts to garner support, and the rhetorical choices of some reveal that they perceive no consequences to insulting, discriminating against, or even endangering members of the Asian American community. Since March, President Trump has frequently referred to the novel coronavirus, SARS-CoV-2, as the “Chinese virus,” drawing an association between the virus and persons of Chinese descent that has unsurprisingly correlated to a surge of incidents of discrimination, vandalism, and violence directed at Asian Americans and APA-owned businesses. This past May, Senator Tom Cotton of Arkansas and Senator Marsha Blackburn of Tennessee introduced the SECURE CAMPUS Act, legislation that would prohibit Chinese nationals from receiving visas to pursue graduate or post-graduate studies in STEM fields, based on a gross generalization that many Chinese scholars studying in the United States are spies and an all-too-familiar chilling argument that the measure is in the interest of national security. Media coverage of American politics has also demonstrated an apathy towards Asian American voters, falling short in its acknowledgement of APAs in politics despite the historic achievements of Asian American candidates this election cycle. Democratic Party presidential candidate Andrew Yang was repeatedly excluded from fundraising and polling graphics displayed by major news outlets during his campaign, and reporters have ignored vice presidential candidate Kamala Harris’ South Asian roots when discussing her racial background. The erasure of Asian Americans from political discourse – and worse, the attacking of Asian Americans in political discourse – has been widely cited as a reason for low voter turnout among Asian Americans, as some read in it a message that Asian Americans are not welcome in the political process.

We write to remind you that as American citizens, it is your right to participate in the political process, and we urge you to exercise that right on November 3, 2020. We need not allow the failure of American politics to engage the Asian American community to become a reason for our own disenfranchisement. Nor do we as a community need to succumb to the obstacles that prevent many Asian Americans from voting, including a lack of language resources, voter purging practices, and antiquated voter registration policies. We encourage members of our community, if able and regardless of citizenship status, to partake in efforts to assist voting-eligible family members, friends, and neighbors with the voting process. A number of resources are available through the links provided by the organizations signed on to this letter and listed below.

We recognize that the Asian American community is broad and diverse, harboring multitudinous and differing values. We understand that each of us, or our ascendants, arrived in this country for unique reasons, that our experiences cannot be melded together and generalized. Our political leanings may differ, but the one thing we all have in common is that we are all American. We each have the power and responsibility to advance our country in the way we believe is best. Over eleven million Asian American voices can make their presence in this country known in this year’s election. All those voices together may just make a sound too loud to ignore.

APABA's Judicial Pipeline Project (2020 Class) - Apply by June 8, 2020

APABA is now accepting applications for its 2020 Judicial Pipeline Project, an effort to:

Identify and provide outreach to potential qualified candidates for administrative, trial, and appellate judicial offices in the state and federal systems;
Assist and advise these candidates in the application and vetting process and the judicial election process, including establishment of a formal mentorship program involving APA judges; and
Create and cultivate relationships to facilitate the appointment of APAs to the bench.

Among the Pipeline Project’s features:

Confidential Judicial Mentor/Mentee Program: Candidates may have an opportunity to be paired with a judicial officer to discuss, among other things, the candidates' plans for the bench.
Application Counseling: Candidates will work closely with APABA’s network of advisors to prepare the best possible judicial application.
Endorsement Counseling: While participation in the project does not in any way guarantee that candidates will be endorsed by any organization, the Pipeline Project will advise candidates on obtaining community support for their applications to the extent possible.
Post-Application Guidance: Candidates will be counseled on what to do after their applications for judicial officer positions are submitted.
Interview Counseling: If a candidate’s name is submitted to the various vetting and rating organizations, the Pipeline Project will assist the candidate in preparing for interviews with those organizations.

APABA has hosted its Pipeline Project since 2016. Sister bar members who have been members of the California Bar for at least 10 years can apply HERE until June 8, 2020.

· Assist and advise these candidates in the application and vetting process and the judicial election process, including establishment of a formal mentorship program involving APA judges; and

· Create and cultivate relationships to facilitate the appointment of APAs to the bench.

The Pipeline Project will evaluate and assess individuals accepted into the program and tailor its resources to prepare these candidates for the bench. Among the Pipeline Project’s features:

· Confidential Judicial Mentor/Mentee Program. Candidates may have an opportunity to be paired with state or federal judicial officers to discuss, among other things, the candidates' plans for the bench.

· Application Counseling. Candidates will work closely with APABA’s network of advisors to prepare the best possible judicial application.

· Endorsement Counseling. Although participation in the project does not in any way guarantee that candidates will be endorsed by any organizations, the Pipeline Project will advise candidates on obtaining community support for their applications to the extent possible.

· Post-Application Guidance. Candidates will be counseled on what to do after their applications for judicial officer positions are submitted

· Interview Counseling. If a candidate’s name is submitted to the various vetting and rating organizations, the Pipeline Project will assist the candidate in preparing for interviews with those organizations.

Our pipeline project advisors -- Judge Holly Fujie, Judge Rupa Goswami, Judge Wendy Chang, and Chair of the State Bar of California Board of Trustees Jason Lee -- and other bench officers have supported this effort since its inception in 2016. SCCLA joined the National Asian Pacific American Bar Association (“NAPABA”) and Asian American Legal Defense and Education Fund’s amicus brief in Department of Commerce v. New York, filed in the United States Supreme Court. SCCLA stands in solidarity with sixty-four bar associations and AAPI community service organizations who oppose the addition of a citizenship question on the 2020 Census. The National Asian Pacific American Bar Association (NAPABA) led 62 affiliated national and local Asian Pacific American bar associations in filing an amicus brief http://c.ymcdn.com/sites/www.napaba.org/resource/resmgr/amicus_briefs/2018/17-965_Amicus_BOM_%28Kim%29.pdf in Trump v. State of Hawaii (No. 17-965 http://www.scotusblog.com/case-files/cases/trump-v-hawaii-3/), to be argued before the United States Supreme Court on April 25, 2018. Together, these Asian Pacific American bar associations urged the Court to support the injunction of President Trump’s Sept. 24, 2017, revised executive order barring refugees and individuals from six Muslim-majority countries from entering the U.S.

“The Asian Pacific American legal community has once again said that the President’s actions are discriminatory and unlawful,” said NAPABA President Pankit J. Doshi. “Lower courts from across of the country have repeatedly upheld injunctions on all three versions of the ban. NAPABA has argued in each of those cases that the ban violates key principles of our laws and harkens back to an era of invidious discrimination our country has rejected. Today, we again bring forward the consensus of the Asian Pacific American legal community urging the Supreme Court to uphold the Ninth Circuit’s ruling and reject discrimination under the color of law.”

The Trump Administration’s appeals in this case, State of Hawaii v. Trump, arises from the legal challenges to the third revised executive order, which was announced in September 2017 and set to take effect Oct. 18, 2017. On Oct. 17, 2017, Judge Derrick K. Watson of the U.S. District Court for the District of Hawaii granted the temporary restraining order. The Ninth Circuit upheld the injunction on Dec. 22, 2017. NAPABA filed amicus briefs http://www.napaba.org/?page=amicusbriefs in both courts.

NAPABA’s Supreme Court amicus brief describes decades of statutory exclusion of citizens of Asian and Pacific Island countries under early U.S. immigration law, including the Chinese Exclusion Act of 1882 — the first federal law to ban a group of people on the basis of their race. The Civil Rights Era marked a dramatic turning point that saw Congress dismantle nationality-based discrimination with the Immigration and Nationality Act of 1965. The brief explains that presidential discretion in the area of immigration and refugee admission, while broad, is limited by statute. NAPABA argues that President Trump’s revised order, with its anti-Muslim underpinnings, violates the unambiguous prohibition on discrimination established by Congress.

A related challenge exists in International Refugee Assistance Project v. Trump. Judge Theodore K. Chuang of the U.S. District Court of Maryland enjoined the visa ban on Oct. 17, 2017. The Fourth Circuit upheld his ruling on Feb. 15, 2018. NAPABA filed amicus briefs http://www.napaba.org/?page=amicusbriefs in support of the injunction in both courts.

NAPABA opposed earlier iterations of the executive order, including submitting amicus briefs at the District, Circuit, and Supreme Court level.

LACBA Names Officer and Trustee Philip H. Lam to Newly Established VP-Level Officer Position to Promote Diversity and Inclusion in the Association’s Leadership and the Legal Community at Large

LOS ANGELES – March 2, 2018 – The Los Angeles County Bar Association (LACBA), one of the largest voluntary metropolitan bar associations in the country, announced today that Officer and Trustee Philip H. Lam will be appointed as the first-ever Vice President of Diversity/Affiliate Outreach to coordinate LACBA’s diversity and inclusive initiatives, as well as relationships with Affiliate Bars of LACBA.

In this new volunteer leadership position, Lam will work to increase diversity and inclusion of lawyers of various backgrounds in the Association’s membership, sections, committees, Board of Trustees, and Executive leadership; serve as the dedicated outreach officer for Affiliate Bar Affairs; and oversee LACBA’s new Leadership Training Academy, which will create a pipeline of leaders for the Association and the legal community.

“Having Phil lead our new initiative and step into this role demonstrates our commitment to a long-term focus on diversity and inclusion both in LACBA’s leadership and in the legal profession,” LACBA President Michael E. Meyer said. “It also represents a new emphasis on LACBA’s dedication to working with our Affiliate Bar partners to improve the legal profession and promote a more closely knitted legal community.”

Lam has a long history of civic, pro bono, and bar services since 1998, nationally and locally. In L.A. County, he has served as a LACBA Trustee (2002-2004, 2007-2008) as well as its Senior Vice President and Vice President (2016 - present); President of the oldest Asian American bar association in California, the Southern California Chinese Lawyers Association; Co-President of one of the oldest LGBT bars in the state, the LGBT Bar Association of L.A.; and a member of the Diversity and Inclusion Advisory Board to the City Attorney Mike N. Feuer of Los Angeles; among other services.

UCLA School of Law PULSE Fellowship in Artificial Intelligence, Law, and Policy

UCLA School of Law’s Program on Understanding Law, Science, and Evidence, or PULSE, is now accepting applications for the PULSE Fellowship in Artificial Intelligence, Law, and Policy for the academic years 2018-2020. This fellowship is a full-time, two-year faculty position with a start date of July 1, 2018. The position primarily involves sustained research and writing on the social, economic, and legal implications of artificial intelligence and machine learning. The position will also involve teaching and assisting with PULSE projects, such as conferences and workshops.

Progress in artificial intelligence and machine learning has advanced rapidly in recent years, and additional advances may proceed at an accelerating pace. Large recent progress in automated translation, face and voice recognition, anticipating criminal sentencing consequences, and automated radiological diagnosis are just a few among many salient examples. Similar technologies will alter many aspects of human life, yielding societal disruption and a need for governance.

Rather than focusing on colorful fictional treatments or relatively immediate consequences, the PULSE fellow will engage in careful, critical advance thinking about large-scale potential impacts. The fellow will evaluate methods for assessment and prediction, as well as legal, economic, institutional, regulatory, and other forms of preparation and response. The fellow’s research will culminate in the authorship of papers suitable for publication in law journals or other respected legal, scholarly, and policy outlets. Throughout, the fellow will work in collaboration with Professor of Law Edward A. Parson and PULSE Co-Director Richard M. Re, among other UCLA faculty.

PULSE explores the complex connections between law, evidence, science, and technology. PULSE engages in cutting-edge and interdisciplinary research and programming to examine how basic “facts” about our world, provided through science and credited as evidence, influence venues of law and policy making. PULSE is co-directed by UCLA School of Law Dean Jennifer L. Mnookin and Assistant Professor of Law Richard M. Re.

Candidates for the PULSE fellowship should possess a J.D. or other advanced degree, a strong academic record, excellent analytical and writing skills, and demonstrated interest or background in the fields of law and science, artificial intelligence, or social risk assessment. Candidates with previous academic, research, or professional experience in artificial intelligence, machine learning, computer science, or related fields of science and technology are especially encouraged to apply. The salary is anticipated to be approximately $90,000 per year plus a competitive benefits package. UCLA School of Law has a special interest in enriching its intellectual environment through further diversifying the range of perspectives represented within the faculty.

Congratulations to the Honorable Wes Hsu

Congratulations are in order for former SCCLA president Wes Hsu, who was recently appointed to the Los Angeles County Superior Court by Governor Brown.

After graduating from Yale University in 1993 and Yale Law School in 1996, Wes clerked for the Honorable Mariana R. Pfaelzer in the Central District of California before joining Gibson, Dunn and Crutcher. In 2000, he joined the U.S. Attorney's Office in Los Angeles and its Cyber and Intellectual Crimes Section, where he secured a number of "first of its kind" convictions, including the first conviction in the nation for hacking an industrial control system, the first conviction by jury trial for hacking in the Central District of California, and the first conviction in the nation under the CAN-SPAM Act. Wes became Deputy Chief of the Cyber Section in 2005 and Chief in 2008. He then served as the Executive Assistant United States Attorney from July 2015 to March 2017, and was then promoted to Deputy United States Attorney.

In addition to his dedication, tireless work ethic and top-notch legal skills, Wes has been a valued leader in the Asian legal community for over the past 20 years. Wes served as SCCLA president from 2011 to 2012, where he spearheaded the organization's Attorney Education/MCLE Programs; Community Education Program; Community Law Day; the Food Basket Program; Law School/ Mentoring Programs, and Trial Advocacy Skills Workshops. Wes also focused on developing outreach and legal access programs to newer, less-prosperous Asian American communities. The people of the County of Los Angeles and the State of California will truly benefit from Wes's next chapter in public service.

PASADENA TEEN COURT

Teen Court is a successful early intervention program that provides an opportunity for selected juvenile offenders to be questioned, judged, and sentenced by a jury of their peers. Here is how it works: A minor accused of a low level, first-time offense is referred to Teen Court. A real judge presides over the case in a high school setting where students serve as bailiff, clerk, and jurors. Student jurors pose questions to the charged minor and her parents, reach a verdict, and, if there is a conviction, recommend the penalty. Minors who are convicted and comply with the probationary terms imposed by Teen Court will earn a dismissal of the charges. Serving as a Teen Court bailiff, clerk, or juror can often be a student’s first introduction to the legal system and has the potential to spark a life-long interest in the law. The experience can also impart a sense of civic responsibility and community in a court that is truly the students’ own.

The principal, faculty and students at Pasadena High School are all extremely enthusiastic about the Teen Court program – so much so that the school has actually constructed a courtroom on campus for the exclusive use of Pasadena Teen Court. Court takes place at Pasadena High School (2925 East Sierra Madre Boulevard, Building I, Room 208, Pasadena, CA 91107) from 3:30 pm to 5:30 pm on the second Thursday of every month. Our anticipated dates for this school year are September 14, 2017, October 12, 2017, November 9, 2017, December 14, 2017, January 11, 2018, February 8, 2018, March 8, 2018, April 12, 2018, and May 10, 2018.

The Los Angeles Superior Court and Women Lawyers Association of Los Angeles have hosted numerous Power Lunches for inner-city high school students throughout the county. These Power Lunches are a unique opportunity for students, lawyers, judges, and court staff members to come together to discuss career choices and the legal system. For many of the students who participate, the Power Lunch is their first interaction with an attorney or a judge, and the experience can spark an interest in pursuing a career in the legal system.

Students are broken down into small groups of approximately 6 to 10 members each. In this small group setting, volunteer attorneys and judges discuss their career paths, including what initially piqued their interest in the legal profession, what they do on a day-to- day basis, and what they enjoy about their work. Small group leaders may also help coach the students on topics that help prepare them for the Legal Jeopardy game to conclude the program. Lunch will be provided to all attorney and judge volunteers.

Attorneys and law students are needed to mentor Alhambra High School’s Mock Trial Team. The program, hosted by the Constitutional Rights Foundation, allows students to take on the roles of attorneys, witnesses, and court staff in a criminal case. Mentors will help students prepare for the annual competition by judging practice sessions and giving feedback on student arguments/performances.

Mentors do not need to participate every week. Mentors will be able to contribute from home the weeks of September 11 – October 2. The scheduled curriculum is as follows:

·      September 11 – Review the given case packet.
·      September 18 – Email feedback of students’ outlines (submitted two days prior).
·      September 25 – Email feedback of students’ first drafts (submitted two days prior).
·      October 9 – Preside over/critique first half of Alhambra scrimmage.
·      October 16 – Preside over/critique second half of Alhambra scrimmage.
·      Week of October 23 – Preside over/critique an inter-school scrimmage (Date TBD).
·      November 6 – Give feedback at final practice session.

Attendees will be provided with an overview of the Immigration Reform and Control Act and requirements imposed on employers and foreign nationals by immigration laws. Particular focus will be placed on verification requirements, I-9 requirements, anti-discrimination requirements, conflicts of interest issues between employers and their employees, the different types of work visas available to employers and foreign nationals, maintenance of status for foreign nationals, audit compliance and ICE raids.

APABA JUDICIAL PIPELINE PROJECT

APABA is now accepting applications for its 2017 Judicial Pipeline Project, an effort to:

· Identify and provide outreach to potential qualified candidates for administrative, trial, and appellate judicial offices in the state and federal systems.

· Assist and advise these candidates in the application and vetting process and the judicial election process, including establishment of a formal mentorship program involving APA judges.

· Create and cultivate relationships to facilitate the appointment of APAs to the bench.

The Pipeline Project will evaluate and assess individuals accepted into the program and tailor its resources to prepare these candidates for the bench. Among the Pipeline Project’s features:

· Confidential Judicial Mentor/Mentee Program. Candidates may have an opportunity to be paired with state or federal judicial officers to discuss, among other things, the candidates' plans for the bench.

· Application Counseling. Candidates will work closely with APABA’s network of advisors to prepare the best possible judicial application.

· Endorsement Counseling. Although participation in the project does not in any way guarantee that candidates will be endorsed by any organizations, the Pipeline Project will advise candidates on obtaining community support for their applications to the extent possible.

· Post-Application Guidance. Candidates will be counseled on what to do after their applications for judicial officer positions are submitted.

· Interview Counseling. If a candidate’s name is submitted to the various vetting and rating organizations, the Pipeline Project will assist the candidate in preparing for interviews with those organizations.

Members of APABA, APAWLA, JABA, KABA, OCAABA, PABA, SABA-SC, SCCLA, and TABA who have been members of the California Bar for at least 10 years can apply here until April 9:

2017 SCHOLARSHIP/FELLOWSHIP APPLICATION

The Southern California Chinese Lawyers Association ("SCCLA") annually awards several $1,000 Scholarships and two to four $2,000 Fellowships to local Asian/Pacific American law students.

The Scholarships are awarded based on need, academic accomplishments, and/or potential contribution to the Chinese-American community. Law students at all levels are encouraged to apply (including first, third year day, and fourth year evening).

The Fellowship award funds a clerkship at the Asian Americans Advancing Justice | Los Angeles (“AAAJ-LA”) during the upcoming Fall and Spring school year. Receipt of Fellowship funds is conditioned upon serving as a clerk at AAAJ-LA for a minimum of 15 hours per week for 10 weeks. Please see the attached page for additional information on the Fellowship requirements and guidelines.

There is no clerkship condition for any of the Scholarships.
